Qatar is stepping up efforts to attract international technology startups with its Startup Qatar Investment Program, offering funding of up to $5.5 million to established startups looking to expand into the Qatari market. The program is backed by Qatar Development Bank (QDB) and combines investment with business setup and operational support.
The program has two main tracks. START supports startups with a Proof of Concept or Minimum Viable Product that want to establish operations in Qatar, with funding of up to $1.1 million. GROW targets established startups expanding into Qatar, offering up to $5.5 million. Funding is released in tranches based on mutually agreed milestones rather than as a single upfront payment.
Beyond funding, selected startups can receive registration and licensing cost waivers, subsidized coworking spaces, talent and internship support, R&D grants, mentoring, market-access opportunities, exhibition support and subsidized housing.
The initiative is open to innovative startups across areas including AI and ML, B2B SaaS, fintech, cybersecurity, healthtech, climate tech, robotics, IoT, supply-chain technology and edtech.
Qatar's growing focus on startup investment comes as the country seeks to strengthen its technology ecosystem and attract international companies. The program has already received more than 5,800 applications and awarded $39 million to 37 startups, according to Startup Qatar.
Why it matters: For technology startups seeking a Middle East expansion strategy, Qatar is positioning itself as more than a source of capital by combining funding, market access and relocation support in a single startup ecosystem.
